Request for Expression of Interest “Monitoring, Evaluation, and Learning (MEL) Officer” – English

Indonesia Ocean Justice Initiative (IOJI) serves as an Indonesian independent think tank and policy advocacy group to achieve good, sustainable, and equitable ocean governance. In attaining our vision, IOJI has determined the following missions: Initially, we support the Government of Indonesia in mainstreaming, implementing, and enforcing sustainable and equitable ocean governance. Second, we advocate for sustainable and equitable ocean policies at the local, national, regional, and international levels. Further, we strengthen the network with government, academia, and civil societies at the national, regional, and international levels working on ocean issues to influence the decision-making at every level of government to attain good and sustainable, and equitable ocean governance. Lastly, we empower the small-scale fishermen, the marginalized coastal-dependent people, and fisheries workers in defending and striving for their basic human rights.

 

Supported by Humanity United and Freedom Fund, IOJI is currently undergoing projects to increase the protection of fishers, particularly those working in domestic fishing vessels and overseas, through developing or enhancing laws, regulations, and policies. In attaining such objectives, IOJI has built a Monitoring and Evaluation (M&E) plan which serves as a vital tool to assess the organization’s performance, measure the effectiveness of the initiatives, and ensure accountability to our stakeholders. Currently, IOJI is seeking qualified candidates for the following position:

 

Title : Monitoring, Evaluation, and Learning (MEL) Officer
Employment : Contract-based (renewal possibility based on a performance review)
Duration : 9 (nine) months with the possibility of extension
Benefit : Paid income tax (PPh 21), BPJS Kesehatan, and BPJS Ketenagakerjaan by IOJI

 

Job Responsibilities

MEL Officer will work closely with the IOJI’s Chief Operating Officer and Program Manager, responsible for the monitoring, evaluation, research, and learning components. The responsibilities for this position are as the following:

 

Monitoring, Evaluation, and Learning

  • Undertaking preparation and implementation of data collection, tabulation, and analysis to help ensure accountability and efficiency from start to finish for all programs and projects;
  • Quality control of data collection in the field;
  • Reporting on the result of M&E activities;
  • Together with the IT team, preparing and maintaining a database of programs and projects;
  • Monitoring and evaluating overall progress on achievement of results, effect, impact, and sustainability of the project;
  • Provide feedback to the program team on project strategies and activities;
  • Recommend further improvement of the logical framework;
  • Provide inputs, information, and/or statistics for semester, annual and other reports to Program/Project Management Team;
  • Supporting program officer in preparing activity budget;
  • Collect and develop project success stories to build a positive reputation for the organization;
  • Meeting arrangement, including minutes of the meeting.

Internal relationship

  1. Chief Operating Officer: direct supervisor, donor’s compliance & reporting, MEL plan evaluation, and learning;
  2. Program Manager: daily coordination & collaboration on project implementation, reporting, donor’s reporting & compliance, MEL plan evaluation, and learning;
  3. Project Officer: coordination & collaboration on project implementation, reporting, donor’s reporting & compliance, MEL plan evaluation, and learning;

 

External relationship

Donors: Coordination on project implementation, monitoring & evaluation, and donor requirement

 

Knowledge, Experiences, and Competencies

  • Hold a bachelor’s degree in any subject from a reputable University;
  • A Minimum of 2-3 years of hands-on experience working as MEL and/or admin officer in the development sector, hands-on experience in implementing Monitoring, Evaluation, and Learning would be a plus;
  • Ability to work effectively under highly demanding situations with minimum supervision;
  • Efficient, competent, and possess integrity;
  • Good interpersonal skills, team player, proven record in working collaboratively with colleagues to achieve organizational goals and ensure timely delivery of results;
  • Demonstrates ability to manage complexity, high attention to detail, and accuracy;
  • Proficiency in MS Office, particularly Excel, Word, and PowerPoint;
  • Willing to travel frequently.
