Prof. Dr. Todung Mulya Lubis, S.H., LL.M. is a diplomat, expert in dispute settlement law, writer, and human rights movement figure from Indonesia. In 2018 President Joko Widodo appointed the man born in South Tapanuli as Indonesian Ambassador to Norway and Iceland.

In 1991 Todung founded the Law Office of Mulya Lubis and Partners which is now better known as Lubis Santosa and Maulana Law Offices.
