 Introduction

Indonesia Ocean Justice Initiative (IOJI) serves as an Indonesian independent think tank and policy advocacy group to achieve good, sustainable, and equitable ocean governance. In attaining our vision, IOJI has determined the following missions: Initially, we support the Government of Indonesia in mainstreaming, implementing, and enforcing sustainable and equitable ocean governance. Second, we advocate for sustainable and equitable ocean policies at the local, national, regional, and international levels. Further, we strengthen the network with government, academia, and civil societies at the national, regional, and international levels working on ocean issues to influence the decision-making at every government level to attain good, sustainable, and equitable ocean governance. Lastly, we empower the small-scale fishermen, the marginalized coastal-dependent people, and fisheries workers in defending and striving for their basic human rights.

 

Background and Objectives

As a non-profit organization, IOJI strives to have good financial governance within the organization, which is transparent and accountable. Following this, we are currently building a financial team within the organization, which comprises a reliable, agile, and trustworthy team player.

To present transparent and accountable financial management within the organization, Currently, IOJI is seeking qualified candidates for the following position:

 

Title : Finance Officer
Work Team : Operations
Employment : Contract-based (renewal possibility based on performance review)
Duration : 12 months
Duty of Station : IOJI Office Jakarta
Report to : Senior Manager, Finance
Benefit : Festive Allowance (THR), Income Tax Art.21 (PPh pasal 21), BPJS Kesehatan, and BPJS Ketenagakerjaan

 

Roles and Responsibilities:

The position will work under the supervision of the Senior Manager, Finance, undertaking day-to-day financial management tasks for IOJI’s finance department.

Under general guidance from Senior Manager, Finance, the responsibilities for this position are as the following:

Financial Management, Administration, and Reporting

  • Review financial paperwork and procedures, provide recommendations, and make necessary changes;
  • Oversee the validation of transactions and verification of their overall impact on the general accounts;
  • Ensure all expenses are within the assigned project budget and verify the completeness of all required supporting documentation for all payments vouchers;
  • Prepare payments request, bank transfers, and do bank transactions;
  • Prepare invoices to the projects for services and cost share;
  • Prepare monthly and yearly tax payments and report on a timely manner and alert Senior Manager, Finance on any deviation/problem foreseen
  • Ensure account receivables and payables activities are performed accurately and timely, including travel advance, program advance, and staff receivables;
  • Settle amounts due, or recover outstanding receivables;
  • Working together with Accounting Officer to Identify and resolve invoicing issues, accounting discrepancies, and other financial-related issues;
  • Assist Senior Manager, Finance in preparation of monthly/annual end financial reports as well as end-of-project financial report;
  • Ensure financial management and administrative systems are conducted according to organization and donor regulations, standard operating procedures, and good business practices;
  • Follow up and review all project-related travel requests and liquidations in line with travel policy;
  • Evaluating internal management systems, procedures, and risks to provide recommendations.

 

Grant Management

  • Working closely with program staff and/or finance team in developing project budget; as per assignment from the Senior Manager, Finance, and/or Chief Operating Officer;
  • Working closely with Accounting Officer assisting Senior Manager, Finance in preparing the Operating Budget and overseeing accurate project spending projections;
  • Under the direction of the Senior Manager, Finance, apply and implement systems and/or tools to help manage meeting the requirements of donor awards for finance (procurement approvals, reporting schedules, fraud, etc).
  • Supporting Senior Manager, Finance, and Chief Operating Officer in coordination with program departments to meet spending projection targets;
  • Certifying budget allocation on the Payment Request;
  • Supporting Senior Manager, Finance in preparing Donor Financial Reports and any other requested reports by Donors and/or internally.
  • Record management and project close-out

 

Financial audit

  • Working together with Accounting Officer supporting Senior Manager, Finance in preparing the audit needs for internal and/or external audits.
  • Work closely with Accounting Officer to ensure timely and effective follow-up to audit observations and recommendations;

 

Other responsibilities

  • Participate in the improvement of the internal control system
  • Serve as point of liaison on a variety of day-to-day matters concerning finance and administration;
  • Maintain files and records related to finance;
  • Support the Senior Manager, Finance, on providing review and recommendations in procurement processes.
  • Perform other duties as assigned by the Senior Manager, Finance, and the Chief Operating Officer.

 

Key Relationships

Internal relationship

  1. Chief Operating Officer: coordination and collaboration on donor’s compliance, donor’s report, and audit
  2. Finance Manager: direct supervisor, coordination and collaboration on payment, forecasting, donor’s compliance, audit, and capacity building;
  3. Human Resources & General Affairs: coordination and collaboration on project implementation relating with procurement and logistics sector
  4. Admin Officer: program/activity administration
  5. Accounting Officer: coordination and collaboration on general accounting tasks, grants management, and financial audit as set forth above.

External relationship

Donors: Invoicing, Reporting, compliance, and audit purposes

Vendors: Invoice Payment

 

Knowledge, Experiences, and Competencies

  • Hold a bachelor’s degree in accounting or finance from a reputable University;
  • A Minimum of 5 years of hands-on experience working in the development sector, hands-on experience in handling large and long-term complex projects from international donors and budget proposals would be an advantage;
  • Knowledge and hands-on experiences of Indonesia income tax articles 21, 23, 26, and article 4 (2), both regulations and practices;
  • Knowledge of financial & accounting principles, practices, standards, laws, and regulations;
  • Sound knowledge of General Acceptance Accounting Principles (GAAP) for non-profit organizations.
  • Ability to work effectively under highly demanding situations with minimum supervision;
  • Efficient, competent, and possess integrity;
  • Good interpersonal skills, team player, proven record in working collaboratively with colleagues to achieve organizational goals and ensure timely delivery of results;
  • Demonstrates ability to manage complexity, high attention to detail, and accuracy;
  • Proficiency in MS Office, particularly Excel, Word, and PowerPoint.
  • Knowledge and hands-on experience with SANGO or other Accounting Software (for non-profit)
