Consultant for Cost Structure for the Placement of Indonesian Migrant Fishers in Taiwanese Fishing Vessels
Over the next few years, the Indonesia Ocean Justice Initiative (IOJI) will work with the Ministry of the Protection of Migrant Workers in strengthening the governance of Indonesian migrant fishers placement and protection. Given the huge number of Indonesian workers, the Taiwanese fishing vessel migration corridor has been chosen as one of the priorities for this collaboration. Any work oriented improving the quality of this migration corridor needs to be grounded on worker needs and lived experience. Therefore, IOJI and the Ministry have agreed to strengthen the knowledge on this migration corridor by commissioning a joint research on cost structure for the placement of Indonesian migrant fishers in Taiwanese fishing vessels.
The fisheries sector remains vulnerable to labor rights abuses, particularly among migrant fishers working on distant-water fishing vessels. Common challenges include lack of access to employment documents, delayed and non-payments, unlawful deductions, excessive recruitment fees, and limited access to grievance and remedy mechanisms. This is exacerbated by the isolated nature of work at sea, complex recruitment processes, and limited transparency across seafood supply chains.
To develop this research, IOJI is seeking qualified candidates for the following position:

Roles and Responsibility
The position will work under the supervision of the Senior Program Manager of Human Rights at Sea. Under general guidance from the Senior Program Manager, the responsibilities for this position are as follows:
- Developing Methodology and Workplan for the Report Development Produce a methodology for the report development, comprising a reporting template, the assessment logic guiding its completion, and a work plan outlining key steps and timelines.
- Planning and conducting meetings with key stakeholders as well as developing meeting report(s);
- Finalizing Report on Cost Structure Placement of Indonesia Migrant Fishers to Taiwan Corridor. Produce and finalize a well-structured report in Bahasa Indonesia, incorporating actionable policy recommendations based on the findings and the validation workshop. The consultant will also create a presentation deck summarizing the key points and recommendations, ensuring the content is accessible and suitable for a diverse range of stakeholders.

Knowledges, Experiences, and Competencies

Hold at least a Master’sdegree in social studies from a reputable University;

A Minimum of 10 years of hands-on experience working in the development sector, with hands-on experience in the areas of labor migration and human rights, in particular on issues of migrant workers;

Ability to work effectively under highly demanding situations with minimum supervision;

Efficient, competent, and possessing integrity;

Good interpersonal skills, team player, proven record in working collaboratively with colleagues to achieve organizational goals and ensure timely delivery of results;

Demonstrates ability to manage complexity, high attention to detail, and accuracy; and

Proficiency in MS Office, particularly Excel, Word, and PowerPoint.
