Dr. Mas Achmad Santosa, S.H.,LL.M.
Dr. Mas Achmad Santosa, S.H.,LL.M., is the founder and Chief Executive Officer of the Indonesia Ocean Justice Initiative (IOJI). He, who is familiarly called Ota, has a long record of being an environmental law specialist and activist for legal reform in Indonesia, especially on anti-corruption issues, judicial reform and the prosecutor’s office. Ota earned a bachelor’s degree (S1) at the Faculty of Law, University of Indonesia, then earned a Master of Laws (LLM) from Osgoode Hall Law School, University of York, Toronto-Canada, and a doctorate in law from the University of Indonesia (UI). Otta in 1993 together with several other colleagues founded the Indonesia Center for Environmental Law (ICEL).

In 2009, Ota was appointed as Acting KPK Leader and in the same year was assigned by the President of the Republic of Indonesia as Member of the Presidential Task Force for the Eradication of Legal Mafia. In 2011-2014 he was assigned as Deputy VI Head of UKP4. In 2014 he was asked by the Minister of Marine Affairs and Fisheries, Susi Pudjiastuti as Chair of the IUUF Eradication Task Force and in 2015 as Special Staff Coordinator in the Task Force formed by the President based on Presidential Decree Number 115 of 2015 to eradicate illegal fishing.
Otta has since 2018 been listed as a member of the expert group of the high-level panel for a sustainable ocean economy.
His footsteps in the field of law are more complete because Otta was a member of the KPK Leadership Selection Committee Volume II in 2007 and in 2009 carried out his duties as the Acting Chair of the KPK.
Otta served as an adviser to the judicial reform team at the Supreme Court, and was the coordinator of the Attorney General’s Expert Staff in 2004-2007 when this institution was led by Attorney General Abdul Rahman Saleh.
Otta since 1990 has been a Lecturer in Environmental Law at the Faculty of Law, University of Indonesia, and since 2023 has been a Senior Advisor to the Minister of Environment and Forestry. For his work in the field of environmental law, the Government (President) has awarded Mas Achmad Santosa the National Development Medal (Presidential Decree 040/2001) and the Wira Karya Medal (Presidential Decree No. 5 of 2023) to Mas Achmad Santosa.
