Pendahuluan
Transshipment adalah kegiatan pemindahan muatan hasil tangkapan sumber daya ikan yang dilakukan dari kapal ikan ke kapal pengangkut ikan di tengah laut. Kegiatan ini banyak dilakukan oleh kapal ikan yang menangkap ikan jauh dari darat untuk dapat tetap melaut dalam waktu yang lebih lama sehingga tidak perlu sering kembali ke Pelabuhan perikanan dengan cara memindahkan hasil tangkapan ke kapal pengangkut ikan di tengah laut untuk dibawa ke Pelabuhan sebelum hasil tangkapan masuk ke tahap pemrosesan. Kegiatan transshipment dilakukan bertujuan untuk efisiensi konsumsi bahan bakar untuk mendapatkan hasil tangkapan sebesar-besarnya. Dampak dari kegiatan transshipment di tengah laut yang berlebihan di suatu wilayah perairan dapat mengancam kelangsungan sumber daya ikan di wilayah tersebut karena terjadi penangkapan ikan yang eksploitatif. Selain itu lamanya kapal ikan berada di laut karena praktik transshipment sering menimbulkan praktik perbudakan Anak Buah Kapal (ABK) dan tindak pidana perdagangan orang (TPPO). Kegiatan transshipment ini banyak dilakukan oleh kapal ikan Indonesia (KII) sejak beroperasinya kapal pengangkut ikan. Paling tidak kapal pengangkut ikan diatur dalam Peraturan Menteri Kelautan dan Perikanan No 14/2011 tentang usaha perikanan tangkap.
Metodologi
Untuk mendapatkan pemahaman mengenai kegiatan transshipment di Indonesia, IOJI melakukan pengamatan berdasarkan sumber data sebagai berikut:
- Data AIS1 yang tersedia pada perangkat Global Fishing Watch2 Carrier Portal 3 selama kurun waktu 1 Januari 2017 hingga 31 Desember 2020 yang terjadi di ZEE Indonesia. Sumber data ini menyediakan 2 (dua) macam informasi pendeteksian transshipment, yaitu:
(A). Berdasarkan data AIS kapal ikan dan kapal pengangkut ikan yang bertemu di tengah laut. Deteksi (A) ini menunjukkan dugaan kuat transshipment karena berdasarkan informasi 2 kapal pelaku transshipment.
(B). Berdasarkan data AIS sebuah kapal pengangkut ikan yang bergerak dengan pola transshipment namun tidak disertai informasi AIS kapal ikan. Deteksi (B) ini menunjukkan potensi transshipment. Dapat diduga kapal pengangkut ikan yang terdeteksi berpola transshipment ini melakukan transshipment dengan kapal ikan yang mematikan AIS. Pola transshipment yang dapat diamati berdasarkan AIS ini terjadi ketika kapal pengangkut ikan berganti haluan dengan serta merta dengan kecepatan rendah dan berlangsung paling tidak selama 3 jam, Kejadian hasil pendeteksian ini diistilahkan sebagai Loitering Event (Gambar 5). Semakin lama durasi kapal dalam keadaan tersebut, semakin tinggi potensi transshipment yang terjadi.Deteksi transshipment dengan metode pendeteksian 1.A lebih kuat dibandingan dengan 1.B sebab pendeteksian 1.A didukung oleh informasi dua kapal yaitu data AIS kapal ikan dan AIS kapal pengangkut ikan, sedangkan pendeteksian 1.B hanya didukung oleh informasi satu yaitu data AIS kapal pengangkut ikan.
Transshipment Pada Tahun 2017 Hingga 2020 Berdasarkan AIS
Sesuai dengan metodologi yang dijelaskan di atas, berdasarkan analisis data yang diperoleh dari Global Fishing Watch Carrier Portal, pada periode 2017 hingga 2020 tidak ditemukan transshipment berdasarkan pendeteksian AIS kapal pengangkut ikan dan kapal ikan pada pendeteksian metode 1.A. Namun demikian ditemukan 299 kejadian potensi transshipment di ZEE Indonesia pada pendeteksian 1.B dengan durasi paling tidak selama 3 jam. Sebagian besar kapal ikan yang beroperasi di ZEE Indonesia pada periode tersebut tidak menggunakan transmitter AIS sehingga pada pendeteksian 1.A tidak ditemukan data transshipment dari data AIS dua kapal. Aturan mengenai kewajiban menggunakan AIS bagi kapal ikan baru dimulai sejak dikeluarkannya Namun demikian, implementasinya baru dimulai pada akhir 2020, sehingga belum terdapat data yang cukup kapal ikan dengan AIS di ZEE Indonesia.

Gambar 1 menjelaskan sebaran potensi transshipment yang terjadi di seluruh Wilayah Pengelolaan Perikanan Negara Republik Indonesia (WPPNRI) 4 pada periode 2017 hingga 2020. Kejadian potensi transshipment paling besar terjadi di wilayah perairan timur Indonesia di Laut Sulawesi (WPPNRI716), Laut Arafura (WPPNRI718) dan Samudera Pasifik utara Papua (WPPNRI717). Kejadian potensi transshipment tersebut dilakukan oleh 77 kapal-kapal pengangkut ikan dengan berbagai bendera negara.

Potensi transshipment di ZEE Indonesia banyak dilakukan oleh kapal berbendera Indonesia, Panama, Korea di perairan Indonesia timur. Beberapa kapal pengangkut ikan berbendera Tiongkok terdeteksi berpotensi transshipment di perairan barat seperti Laut Natuna Utara. Laut Natuna Utara yang termasuk pada WPPNRI 711 merupakan wilayah perairan yang sangat rawan terjadinya aktivitas illegal fishing kapal asing, terutama kapal-kapal berbendera Vietnam dan Tiongkok. Maraknya aktivitas illegal fishing di Laut Natuna Utara oleh kapal ikan Vietnam juga tidak lepas dari dukungan kapal-kapal pengangkut ikan Vietnam di tengah Laut Natuna Utara5. Potensi transshipment oleh kapal pengangkut ikan asing juga terjadi di WPPNRI 716 dan WPPNRI 717. Kedua wilayah tersebut merupakan wilayah yang jarang terjangkau oleh patroli Indonesia. Transshipment yang terjadi di WPPNRI 716 dan WPPNRI 717 dekat dengan wilayah Samudera Pasifik barat yang marak terjadi aktivitas kapal ikan asing dan juga marak dengan aktivitas under-reported transshipment6.

Gambar 3 menunjukkan sebaran potensi transshipment yang dilakukan oleh kapal pengangkut ikan Indonesia di ZEE Indonesia. Dapat dilihat pada Gambar 3 potensi tertinggi transshipment di ZEE Indonesia terjadi di WPPNRI 718 (Laut Arafura) dan WPPNRI 716 (Laut Sulawesi). Transshipment yang terjadi di Laut Arafura dilakukan oleh kapal-kapal pengangkut ikan yang berasal dari pulau Jawa dan Bali. Sedangkan transshipment yang terjadi di Laut Sulawesi, Maluku Utara dilakukan oleh kapal-kapal pengangkut ikan dari Sulawesi Utara (Bitung). Transshipment yang terjadi di Laut Arafura mengindikasikan bahwa hasil tangkapan perikanan di Laut Arafura sebagian besar diangkut ke pulau Jawa dan Bali. Transshipment oleh kapal Indonesia juga terjadi di Samudera Hindia selatan Jawa dan Nusa Tenggara serta barat Sumatera oleh kapal Indonesia untuk membawa hasil tangkapan ke Pulau Jawa dan Bali. Distribusi manfaat kegiatan transshipment dari beberapa WPP ke beberapa provinsi di Indonesia dapat dilihat pada Gambar 4 di bawah ini.

Dari Gambar 4 dapat diamati bahwa dari perikanan tangkap skala industri, hasil perikanan di Indonesia timur banyak dibawa ke Indonesia bagian barat. Hal ini berpotensi menimbulkan ketimpangan distribusi hasil perikanan antara timur dan barat. Di Indonesia bagian timur, hanya provinsi Sulawesi Utara (Bitung) yang memiliki kapal pengangkut ikan yang aktif beroperasi di WPP Indonesia timur yaitu secara intensif di WPPNRI 716.

Gambar 5 di atas menunjukkan kapal pengangkut ikan DOLLY-798 berbendera Filipina yang terdeteksi berpotensi transshipment di Laut Sulawesi WPPNRI 716 pada 28 Desember 2018 dengan durasi selama 4 jam.

Gambar 6 di atas merupakan perbesaran dari Gambar 5 yang menunjukkan pola transshipment kapal pengangkut Dolly-798. Dapat dilihat Gambar 6 menunjukkan saat kapal berganti haluan serta merta dengan kecepatan rendah dan hanya terbawa arus, setelah sebelumnya bergerak dengan kecepatan normal dan lintasan yang lurus.
