Presidential Regulation Number 59 of 2023 concerning National Policy on Security, Safety and Law Enforcement in Indonesian Water Areas and Indonesian Jurisdictional Areas (Perpres 59/2023) mandates the formulation of a National Policy on Security, Safety and Law Enforcement in Indonesian Water Areas and Jurisdictional Areas ( KKPH) as a guideline for ministries/institutions (K/L) in implementing security, safety and law enforcement in Indonesian waters and Indonesian jurisdictional areas (KKPH).
The KKPH National Policy is prepared based on various action plans which are translated into seven derivative policies, one of which is the synchronization of KKPH regulations which has targets/outputs for synchronizing studies of regulations related to maritime security with the person in charge of the Coordinating Ministry for Political, Legal and Security Affairs (Kemenkopolhukam) and the Agency. Maritime Security (BAKAMLA).
Following up on Policy 4 Strategy 1 of the KKPH National Policy Action Plan, the Coordinating Minister for Political, Legal and Security Affairs (Menko Polhukam) stipulated Coordinating Ministerial Decree Number 71 of 2024 concerning the Synchronization Study Team for Security, Safety and Law Enforcement Regulations in Indonesian Water Areas and Jurisdictional Areas ( KSR KKPH Team Decree
