Studies on Strengthening Maritime Security Systems

Responding to the President’s verbal instructions in 2020 regarding the establishment of the Indonesian Coast Guard and the increasing activity of foreign fishing vessels in the North Natuna Sea in 2020, the Indonesia Ocean Justice Initiative prepared an analysis regarding violations of sovereign rights committed by Chinese-flagged fishing vessels and an analysis regarding strengthening the maritime security system Indonesia.

Especially in the analysis of strengthening Indonesia’s maritime security system, IOJI reviews the historical aspects of coast guards and how they are practiced in other countries and also the practices of other countries that do not use the coast guard model. IOJI further conveyed important things that must be in place if the Indonesian government wants to continue the transformation of the Indonesian maritime security system into a single agency multi-task as per the president’s verbal instructions, including: minimum essential force that must be met, an integrated monitoring and command system, an integrity system for preventing corrupt practices, and a multi-disciplinary employee education and training system
